A Little (recent) History:

Minneapolis and Saint Paul have seen some drastic changes since their creation as a small trading community on the Mississippi centuries ago. In the early 21st century The Twin Cities saw a sudden rise in their commercial popularity after several years of serious growth. This was all set to change though; with the growth came the gangs from the West and East coast and the crime.
After a bout of crime during the late 30's, where several hundred thousand people left the area many businesses relocated to better markets. the combined governments decided to pool their resources. Minneapolis and St. Paul lost their individual identit ies and became officially known as The Twin Cities. It took ten years, but in 2047, two companies, a biotechnology firm named Interon Technologies Limited and the newly revamped Twin Cities Federal Bank, bought into this cesspool of business, and created a sound economic base for a minimal investment. This development allowed several other smaller companies to dip into the large consumer base, but it was not until 2048 when Ares Arms chose to relocate one of its large subsidiaries to a northern suburb that the Twin Cities started to boom.
Within four years the Twin Cities had grown into one the largest UCAS cities west of the Mississippi. This sudden growth accompanied by the close proximity to the UCAS boarders also prompted the sudden growth of a military presence in the area. St. Paul houses one of the largest full time armies on the continent and there are rumors that several secret military bases are located in the vicinity.
The sprawl covers nearly three times the area it did in the late 20th century, and the quality of life is fairly high. This has prompted the state to divide the Twin Cities into zones based on their location which form a design much like an archery target. These zones are also a good indicator of the quality of life.
The center ring is strife with extreme crime and poverty. The main region in this ring is the former city of Minneapolis and some of its suburbs, now the Minneapolis Barrens Free Zone, in which the people have been confined by The Charon Device until further notice. This ring is located next to the Downtown St. Paul, an area in which several megacorporations and larger corporations have made home. These zones are surrounded by a high and middle class area, confined inside the 494/694 area. Several smaller corporations have moved to this location due to its nice atmosphere and low residential zone content. Just outside of this area, reaching to the newer 294/894 bypasses, another poor area (although it is not nearly as poor as The Minneapolis Barrens Free Zone) finds its place. This zone has begun a serious deterioration in the last few years, and in a few years the state is expected to cordon off some of these areas with the Charon device as well. This ring is surrounded by another zone of middle to high class living comprised entirely of new suburbs, reaching as far as Mankato, western Wisconsin, and nearly to Monticello.
Its close proximity to Chicago has prompted much of this growth as the companies are relocating to a less bug infested area. The continued growth of this area is very much ensured, although the SINless community is becoming very restless because of their poor treatment. Some say the city is ready to explode again.
